Why exactly did Chelsea let the midfielder leave again?

When Chelsea fans saw Lampard leave in the summer, many fans were shocked but understood why the club did not want to keep a 36 year old player.

Now however it seems that the Blues are regretting that decision and with Lampard looking 36 years young, the questions are becoming louder and louder.
